Not all divas have implants. Stacy, Kat, ivory, and Ariel has not yet
I think all are divas, but I seriously doubt that that policy. divas probably do ourselves to make them more attractive. it's just the way I think the point of view, if I have a diva.

I'm sure it's a plus for the WWE. You sure as hell is not flat-chested diva. I doubt that is openly promoting the divas, but because it would be tasteless, and the last thing the WWE needs now, more negative attention.
I do not think all the divas have implants.
I do not believe that Mary did not. Lilian does not work and I doubt that Mickie James Cherry, or breast implants, either. Or Victoria, or possibly Michelle. The rest probably not, but.
WWE probably politics. I would not be surprised if Vince just a few years ago for different policy areas.
